The bw166/GFA Report of State-Level Beverage Alcohol Data is an annual publication that monitors shipments of beverage alcohol into the US marketplace, with added detail for certain wine geographies. The report includes estimates of beverage alcohol shipments into each state.

Data Sources

The report is based on state-level tax reporting, which accounts for 97% of all tax-paid volumes across the states. The remaining is carefully estimated to ensure completeness and consistency.

2022.

This report has been updated as a joint publication by bw166 and GFA.
Data collection has improved each year, with more states reporting data at least
annually and, in many cases, monthly.
As data quality has improved and methodology has been refined, some detailed
figures may differ from prior reports.

Overview

The United States is the largest beverage alcohol market in the world
It is also one of the most complex, with 50 states and the District of Columbia,
each operating under different alcohol laws and reporting requirements.
In most states, Beer, Spirits, and Wine must be sold through an in-state wholesaler.
This is known as the Three-Tier System, which consists of:
o Producer / Importer
o Distributor
o Retailer
Because of the market’s size, fragmentation, and regulatory structure, it is difficult
to measure performance at a detailed level.
The information in this report captures 100% of the beverage alcohol market in the
United States. By contrast, most industry data sources reflect only about 50% of
the market and cannot be reliably extrapolated to the full total because of the
market’s extreme fragmentation.

Methodology

There are two primary sources used to determine total U.S. market size:
o Tax and Trade Bureau (TTB) data, which measures domestic producers’
tax-paid shipments into the market.
o Customs data, which measures packaged imports into the market. Bulk
imports are typically packaged in the United States and are generally
captured in TTB data.
These two sources are also the basis for federal alcohol tax collections, making
their combined use the most accurate measure of total market size.
Historically, shipment data has closely tracked depletions, or sales from
distributors to retailers, as well as consumer consumption.
The pandemic disrupted this alignment, though trends began returning to more
normal patterns in 2024. More recently, tariff-related issues have again disrupted
the relationship between shipment data and other industry metrics.
States also collect beverage alcohol taxes.
State reporting methods differ slightly from federal methods because some states
classify products differently from federal standards. As a result, Beer, Spirits, and
Wine volumes may vary somewhat between federal and state data.
Even so, the total gallonage reported by states for Beer, Spirits, and Wine from 2019
to 2025 equals 99.8% of federal totals.
